A query value has spaces, ampersands, or non-ASCII text and the link breaks as soon as someone pastes it. URL Encoder percent-encodes the component so it survives in a query string or path segment.
Encode individual pieces (search terms, redirect targets, OAuth state) rather than an entire already-built URL unless you know you want every reserved character escaped. Double-encoding is the classic bug: encode once for the wire, then stop.
Pitfall: encoding a full "https://" URL for a redirect parameter incorrectly, or forgetting to encode only the parameter value while leaving & and = structure intact.
Tip: if you need the reverse after debugging, open URL Decoder with the same string. For Base64 that must sit in a path, use URL-safe Base64 instead of inventing replacements.
